Reporting to the Supervisor, Automation & Innovation Management, the Solution Developer II - Automation & Innovation Management is an experienced, highly autonomous individual contributor responsible for independently identifying, designing, and developing automation solutions that improve efficiency, accuracy, and operational performance across the organization. This role evaluates workflows for optimization opportunities, delivers end to end automation with minimal oversight, and contributes to maturing the COE’s development standards, reusable components, and governance practices.

Key Responsibilities

  1. Analyze complex business processes and design scalable automated workflows using low code/no code tools and RPA platforms.
  2. Integrate automated workflows with internal systems using APIs, scripting, and programming logic, including implementing integrations and automation logic written in Python or JavaScript.
  3. Design, build, test, and deploy automation solutions ensuring solutions are reliable, maintainable, and aligned with business requirements.
  4. Improve existing workflows by identifying optimization opportunities and implementing enhancements
  5. Contribute to team standards and best practices for automation development, documentation, version control, testing, and deployment.
  6. Troubleshoot complex workflow failures, exceptions, and data issues across multiple systems or departments.
  7. Support AI and ML use cases, including chatbot workflows, retrieval-augmented generation (RAG), and evaluate model performance metrics.
  8. Collaborate with business partners, analysts, QA, and IT to ensure solutions meet functional, security, and quality expectations.
  9. Evaluate data sources and design effective data models or data transformations needed to support automation solutions.
  10. Support and guide Level I developers by reviewing solutions, sharing patterns, and helping establish development norms.
  11. Use version control (Git/DevOps) to manage code, contribute reusable components, and support team-level knowledge sharing.
  12. Prepare clear, detailed technical and process documentation, including requirements, design notes, and error-handling procedures.
  13. Research automation tools, industry trends, and emerging practices to recommend improvements or new solution approaches.
  14. Perform any other duties as required to ensure Health Plan operations and department business needs are successful.

Qualifications

Education & Requirements 

  • A minimum of four (4) years of information systems experience required
  • Four (4) years of experience of successful track record with:
    • Researching, designing, implementing, and managing RPA and automation projects
    • Leading efforts to test, validate, and evaluate new automation programs or enhancements
    • Identifying opportunities to improve existing automations and developing modifications that increase efficiency and reliability
    • Writing and implementing efficient automation logic or scripts using languages such as Python or JavaScript
    • Building system integrations using REST APIs, web services, or application connectors to automate crosssystem workflows
    • Implementing and optimizing advanced conversational AI solutions, including designing retrieval augmented generation (RAG) pipelines and building enterprise grade chatbot workflows that integrate with automated processes
    • Applying machine learning techniques within automation solutions, including evaluating model performance, integrating ML components into workflows, and enhancing automation reliability through data driven models
    • Designing and developing automation solutions using tools such as Power Automate, UiPath, Blue Prism, Automation Anywhere, or Ushur
    • Conducting automation assessments to identify highvalue use cases and determine appropriate solution approaches
    • Optimizing processes and workflows to enhance automation feasibility and operational impact
    • Leading components of automation efforts; discovery, design, development, testing, and deployment, as an advanced individual contributor
  • Bachelor’s degree in computer science, data science, machine learning, or relevant technical field from an accredited institution required
    • In lieu of the required degree, a minimum of an Associate’s Degree and two (2) years of additional relevant work experience is required for this position
    • This experience is in addition to the minimum years listed in the Experience Requirements above
  • Data Engineering, Automation, or other related industry certifications preferred

 

Key Qualifications

  • Advanced knowledge and strong understanding of:
    • Advanced knowledge of enterprise RPA platforms (e.g., Power Automate, UiPath, Automation Anywhere), including their capabilities, architecture, and role in automation strategy
    • In-depth understanding of low code/no code development tools and how they are applied to automate and streamline business processes
    • Understanding of AI/ML principles, including model behavior, evaluation methods, and how these concepts support automation design
    • Strong working knowledge of scripting languages such as Python or JavaScript, including common patterns, structures, and use cases within automation design
    • Comprehensive familiarity with API consumption, system integration approaches, and established automation patterns, including how integrations enable scalable workflow design
    • Knowledge of secure development practices, compliance requirements, and HIPAA regulations, and how these principles guide the design of compliant automation solutions
    • Understanding of software development lifecycle (SDLC) and DevOps principles, including how these frameworks support reliable, maintainable automation development
  • Strong automation development skills and the ability to build scalable, maintainable workflows
  • Skilled in translating business requirements into technical specifications
  • Proficient in troubleshooting, debugging, and optimizing automation logic
  • Effective documentation skills for technical designs, workflows, and support materials
  • Strong verbal and written communication skills
  • Skilled at independently managing workload, prioritizing tasks, and meeting deadlines
  • Proven ability to:
    • Be a key player with a hands-on approach in a complex fast-paced business environment
    • Work independently with minimal oversight, driving tasks from concept through deployment
    • Break down complex workflows and design efficient, reliable automation solutions
    • Collaborate effectively with cross functional teams and build strong working relationships
    • Adapt quickly to new tools, technologies, and evolving COE standards
    • Maintain accuracy, attention to detail, and consistency across all deliverables
    • Navigate ambiguity and convert incomplete information into actionable technical direction
    • Communicate clearly and professionally when explaining technical concepts or solution decisions

Work Model Location

This position is on a hybrid work schedule. (Mon & Fri - remote, Tues - Thurs onsite in Rancho Cucamonga, CA.)

Pay Range

USD $104,041.60 - USD $137,841.60 /Yr.
