The Talent Acquisition (TA) Operations Specialist is a strategic partner responsible for driving operational excellence across the talent acquisition function. This position designs, implements, and continuously improves recruiting processes, tools, systems, and workflows to support organizational growth and workforce planning. This strategic role focuses on enhancing efficiency while delivering exceptional experiences for candidates, hiring managers, and Team Members throughout the recruitment lifecycle.

 

Key areas of responsibility include developing and managing service level agreements (SLAs) and standard operating procedures (SOPs), partnering with HR Systems and Analytics teams to leverage data-driven insights, and implementing process improvements that support organizational growth objectives. The role requires strong analytical skills to identify bottlenecks, recommend automation solutions, and ensure compliance with regulatory requirements. The TA Operations Specialist serves as a key advisor bridging the gap between technology and talent acquisition strategy, transforming recruitment metrics into actionable intelligence while maintaining seamless hiring workflows and fostering cross-functional partnerships across the organization.

Key Responsibilities

  1. Lead strategic initiatives and support recruiting goals by leveraging technology, data, and innovative strategies to enhance hiring process efficiency and effectiveness. Design, refine, document, and streamline recruiting workflows, SLAs, and SOPs in alignment with business objectives.
  2. Advise leadership on continuous improvement opportunities through change management participation, stakeholder information gathering, and candidate/user experience optimization.
  3. Oversee service level monitoring and feedback loops, including monitoring candidate and hiring leader experience through surveys and assessments, then creating actionable improvement items based on survey data results.
  4. Collaborate with the HR Systems and Data Management team to request, interpret, and act on recruitment metrics, trends, and dashboards, while proactively anticipating reporting needs. Implement system enhancements, conduct system testing, and provide ongoing troubleshooting support for non-configuration updates.
  5. Develop and present data visualizations using graphics, charts, and reports to effectively communicate insights to diverse audiences, ensuring clarity and impact. Transform complex recruitment metrics and trends into actionable intelligence for leadership and stakeholders.
  6. Conduct root cause analysis of process inefficiencies and bottlenecks to recommend and deploy automation or workflow enhancements including templates, system routing, and triggers
  7. Monitor and optimize touchpoints in the candidate journey (communications, onboarding handoffs, SLA adherence).
  8. Monitor and analyze ongoing key performance indicators (KPI’s) for Talent Acquisition units and provide strategic insights to leadership.
  9. Ensure Talent Acquisition’s compliance with regulatory requirements pertaining to recruitment through auditing processes.
  10. Author and maintain job aids for recruitment processes, ensuring collaboration with upstream and downstream partners.
  11. Establish and maintain strong, insightful, cross-functional relationships with hiring leaders, candidates, and areas of shared service.
  12. Respond to candidate, hiring leader, and external inquiries, offering guidance and resources for recruiting processes and systems.
  13. Perform any other duties as required to ensure Health Plan operations and department business needs are successful.

Qualifications

Education & Requirements 

  • Two (2) or more years of experience required supporting process or project development, working closely with one (1) of the following areas: Talent Acquisition, Human Resources, Learning & Development or project management
  • Experience developing policies, processes, or training materials
  • Bachelor’s degree from an accredited institution required

 

Key Qualifications

  • Knowledge in the following areas:
    • Recruitment workflow components, such as recruiting, sourcing, and onboarding functions
    • Compensation, total rewards, or learning & development practices preferred
  • Adept use of technology including Excel, Word, PowerPoint (or related creative platform)
  • Use of Applicant tracking system (ATS), Human Resources information system (HRIS), and reporting functions preferred
  • Proven ability to:
    • Develop collaborative and positive relationships, understand cross-functional operations, and identify opportunities for improvement
    • Work autonomously with effective communication and interpersonal skills
    • Be results-oriented with learning agility
    • Understand and maintain varying degrees of confidentiality

Work Model Location

This position is on a hybrid work schedule. (Mon & Fri - remote, Tues - Thurs onsite in Rancho Cucamonga, CA.)

Pay Range

USD $63,897.60 - USD $83,075.20 /Yr.
