The Manager of Talent Acquisition Health Services will lead the strategic execution of recruitment efforts across clinical and executive recruitment. Reporting to the Director of Talent Acquisition, this leader will drive inclusive and proactive hiring strategies that attract diverse, high-performing talent to IEHP. The Manager will foster a high-touch, full-cycle recruitment experience while modeling integrity, accountability, and productivity. In collaboration with the Director, this role is responsible for developing and sustaining effective recruitment tactics to fill a wide range of positions and support IEHP’s mission and values.

Key Responsibilities

  1. Leadership and Team Management:
    1. Serve as a senior advisor to the Director of Talent Acquisition, leadership across Health Services, and executive recruitment.
    2. Lead, mentor, and manager Talent Advisors with a focus on diversity, equity, and inclusion.
    3. Oversee end-to-end recruitment operations, including process improvements, performance metrics, and team development.
  2. Collaboration and Strategy:
    1. Partner cross-functionally to design innovative recruitment strategies, especially for niche and Clinical roles.
    2. Engage internal stakeholders to align talent needs with organizational goals.
    3. Stay informed of industry trends to keep recruitment practices agile and competitive.
    4. Collaborate with hiring managers and HR business partners to address department-specific recruitment needs.
  3. Data Analysis and Reporting:
    1. Identify process gaps to enhance recruiter and sourcer productivity.
    2. Work with Talent Acquisition Analysts to provide leadership with recruitment metrics, pipeline activity, and insights for continuous development.
  4. Hire, train, and manage support staff, while monitoring and evaluating outcomes. Conduct performance reviews of each Team Member within IEHP guidelines.
  5. Perform any other duties as required to ensure Health Plan operations and department business needs are successful.

Qualifications

Education & Requirements 

  • Minimum of five (5) or more years of experience in a full-cycle recruitment role, including developing sourcing strategies for difficult and hard-to-fill positions required
  • At least two (2) of those years must include leadership roles within HR and/or Talent Acquisition as a manager, supervisor, or lead with direct oversight of team performance
  • Experience with internet sourcing, recruitment branding/marketing, and tracking social recruitment ROI is required
  • Proven success in managing both clinical and executive recruitment functions, especially for hard-to-fill roles
  • Must have experience working within a managed care organization or health plan
  • Ability to influence and collaborate with senior leadership and hiring managers
  • Demonstrates a hands-on approach and willingness to assist as a full-cycle recruiter to support critical hiring needs and team priorities as needed.
  • Bachelor’s degree in Human Resources, Business, or related field from an accredited institution required
    • In lieu of the required degree, a minimum of eight (8) years of additional relevant work experience is required for this position
    • This experience is in addition to the minimum years listed in the Experience Requirements above
  • Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certification preferred
  • AIRS Recruiter Certification is preferred

    • Full-cycle recruitment practices across clinical, non-clinical, and specialized roles, including executive recruitment
    • Sourcing strategies, recruitment marketing, and the use of advanced sourcing tools and platforms to build pipelines for hard-to-fill positions
    • Recruiting in alignment with organizational priorities, workforce planning, and change management initiatives
  • Strong communicator, including written and oral
  • Leadership skills, including the ability to listen as well as contribute to discussions.
  • Skilled at reading, interpreting, and presenting data to help make informed decisions
  • Skilled at delivering crucial and sometimes difficult conversations
  • Proven ability to:
    • Effectively prioritize and execute tasks in a high-pressure environment
    • Evaluate people, situations, and processes through the lens of “just culture” and continual improvement

Work Model Location

This position is on a hybrid work schedule. (Mon & Fri - remote, Tues - Thurs onsite in Rancho Cucamonga, CA.)

Pay Range

USD $118,601.60 - USD $157,144.00 /Yr.
