The Transformation Portfolio Management Director is a senior leader who oversees a portfolio of cross functional large scale transformational initiatives to drive and align organizational change with business goals. They are responsible for the project portfolio, ensuring that all projects, programs, and initiatives deliver value and meet the organization's transformational, compliance, and strategic objectives. The role is crucial for ensuring IEHP "does the right work," not just executing projects efficiently.

Key Responsibilities

  1. Portfolio strategy and alignment: Define and maintain a strategic roadmap for cross functional large scale portfolio initiatives. Ensure all programs and projects align with the organization's strategic vision and business objectives, recommending which initiatives should be funded, accelerated, or deferred. Work alongside leaders in the organization to define cross functional issues and partner with leaders to identify solutions and design implementation plans and monitor implementation timelines.
  2. Portfolio governance: Supports the establishing and managing of the governance structure for evaluating and approving new transformational initiatives. Define with stakeholders the standard work (policies, standards, and performance criteria) for portfolio management and oversee the project intake process.
  3. Resource and capacity planning: Optimize the allocation of human, financial, and technological resources across the portfolio. Manage competing priorities and balance capacity against demand to maximize value delivery.
  4. Risk management: Identify and assess operational risks and dependencies across the entire portfolio. Develop and implement mitigation strategies and contingency plans to proactively address potential issues.
  5. Performance monitoring and reporting: In collaboration with others, develop and maintain dashboards with key performance indicators (KPIs) and Outcome Key Results (OKR) to track progress toward strategic goals. Provide regular executive-level reports and clear forecasts to senior management and key stakeholders.
  6. Change leadership: Partner with transformation leaders to lead change management efforts to help the organization and its employees adapt to new processes and technologies. Build consensus and manage stakeholder expectations across all levels.
  7. Financial management: Oversee project portfolio investments and track financial performance, collaborating with business and finance leaders. Ensuring cost-effectiveness and that projects stay within budget.
  8. Team leadership and development: Act as a technical expert and mentor aiding in the growth of a team of portfolio, program, and project managers. Provide innovative solutions and valuable insights, influence and collaborate to build trust, lead projects, and cultivate a positive team culture that encourages accountability, transparency, innovation, and productivity within the team. Research best practices, create innovative solutions, design, and lead through significant transformational change initiatives.
  9. Provide strategic guidance to Health Services where utilization and case management coordination will be needed in the design of Quality Networks and algorithms for clinical pathways.
  10. Perform any other duties as required to ensure Health Plan operations and department business needs are successful.

Qualifications

Education & Requirements 

  • Eight (8) years of current progressive clinical and leadership experience within a Hospital System or Healthcare organization required
  • Five (5) years of experience implementing and leading process improvement/quality initiatives, quality management programs, patient safety, and education required
  • Five (5) years of experience in leveraging data analytics to aid in driving innovation required
  • Progressively more responsible experience in a leadership role, with demonstration of advancing initiatives from projects or programs into standard operations
  • Extensive experience leading large-scale, complex transformation initiatives in a healthcare setting is essential
  • Master’s degree in business, healthcare, or related field from an accredited institution required
    • In lieu of a Master’s degree, a Bachelor’s degree in Business, Healthcare, or related field from an accredited institution and a minimum of two (2) years of additional combined hospital and/or health plan experience is required for this position
    • This experience is in addition to the minimum years listed in the Experience Requirements above
  • Certified Professional in Healthcare Quality (CPHQ) required or Certified Professional in Healthcare Risk Management (CPHRM) within one (1) year of hire (maintained through employment)
  • Possession of one (1) of the following active, unrestricted, unencumbered clinical license issued by the appropriate California board:
    • Registered Nurse (RN) license issued by the California BRN required
    • Ancillary license issued by the appropriate licensing board required

  • Advanced knowledge and understanding in the following areas:
    • Financial acumen: Strong understanding of budgeting, ROI, and cost-benefit analysis
    • Change management: Expertise in managing the human and organizational aspects of change
    • Portfolio management tools and healthcare systems
  • Strategic thinking: Ability to translate long-term goals into executable and value-driven portfolio
  • Leadership and influence: Ability to lead diverse teams, influence senior leaders, and build effective relationships without direct authority
  • Analytical skills: A data-driven mindset with experience in portfolio metrics, performance indicators, and financial modeling
  • Communication: Excellent verbal and written communication skills to articulate vision and technical concepts to diverse audiences, including board members
  • Tools proficiency: Familiarity with portfolio management tools like Microsoft Project, Planview, etc
  • Adaptability: Flexibility to manage changing priorities and health plan dynamics in a fast-paced environment

Work Model Location

This position is on a hybrid work schedule. (Mon & Fri - remote, Tues - Thurs onsite in Rancho Cucamonga, CA.)

Pay Range

USD $169,312.00 - USD $232,793.60 /Yr.
