Under the direction of the Director of Community Wellness Centers (CWCs), the manager provides hands-on leadership for the daily operations of the Centers. The CWC manager will be responsible for managing, coordinating and implementing Center offerings including, but not limited to health education, health management classes, and workshops providing healthcare information and information on accessing care.


The manager will be responsible for establishing measurable goals and outcomes for the Centers in collaboration with the director of CWCs and to explore exciting and innovative opportunities and partnerships with community-based organizations (CBO's) within the geography surrounding the Centers. Outreach and develop partnerships related to Center events and offerings to increase awareness in the surrounding community. Serve as the liaison/ambassador to internal and external clients/community partnerships. Effectively manage resources to ensure appropriate and efficient utilization. Directly responsible for the central coordination of all activities ensuring information flow to and from the Centers and IEHP headquarter office. Reviews and submits requests for payments, invoices, and other expenses for approval to the director of CWCs. Report Center-related projects and activities to the director of CWCs in IEHP's home office on all Center-related projects and activities.

Key Responsibilities

  1. Supervise all aspects of staff management, including development, engagement, and performance. Create a motivating work environment through effective leadership, communication, and operational oversight (e.g., staff meetings, feedback, and budget management).
  2. Foster a supportive team culture by promoting employee well-being, engagement, and resilience. Lead team meetings, individual check-ins, and cross-department collaboration to maintain a positive, inclusive, and high-performing work environment.
  3. Nurture relationships with community-based organizations who provide resources to families in the communities we serve such that the Center can maintain a beneficial relationship with these organizations for the goals of establishing partnership agreements with them.
  4. Collaborate with key internal departments (i.e., Facilities, Health Education, Care Management, IT, CBH, Quality, Legal, and Finance) to support the Centers’ ability to deliver ongoing Member and community support and preventative care offerings.
  5. Set strategic and programmatic goals by monitoring performance metrics and providing feedback to guide continuous improvement in Center operations and offerings.
  6. Contribute to the development and monitoring of the Center’s operational and capital budgets. Participate in contract and subcontract negotiations and ensure compliance with fiscal requirements.
  7. Oversee current programs and develop new services based on member feedback, surveys, and direct engagement to ensure services align with evolving community needs.
  8. Coordinate special projects to help ensure they are completed in a timely manner and meet or exceed program and Center goals. Manage high-volume requests, ensuring regulatory standards, and recommending policy and procedural adjustments as needed.
  9. Hire, train, and manage support staff, while monitoring and evaluating outcomes. Conduct performance reviews of each Team Member within IEHP guidelines.
  10. Perform any other duties as required to ensure Health Plan operations and department business needs are successful.

Qualifications

Education & Requirements 

  • A total of five (5) years of experience in any/all of the following, inclusive of at least three (3) years of supervisory or management experience:
    • Managed Care/IPA/Clinic Setting
    • Member and Community Outreach
    • Experience working with State Health Programs (Medi-Cal and Healthy Families Program)
  • Experience with Community Centers is a plus
  • Bachelor's degree, preferably in Health, Social or Behavioral discipline, from an accredited institution required
    • Master’s degree from an accredited institution preferred

 

Key Qualifications

  • Knowledge of Medi-Cal/managed care environment preferred
  • Understanding of and Knowledge of Medi-Cal/managed care environment preferred
  • Understanding of and sensitive to multi-cultural communities
  • Knowledge of community resources available in Riverside and San Bernardino Counties
  • Bilingual (English/IEHP Threshold Language) written and verbal skills preferred
  • Testing may be required to determine bi-lingual language level
  • High degree of patience. Ability to make clear presentations
  • Ability to create and deliver clear presentations
  • Ability to manage multiple team members and projects with a high degree of objectivity and patience
  • Ability to ensure the standards for Member rights and responsibilities, such as confidentiality and self-determination are maintained by Team Members by overseeing operations, policy execution, and supporting the resolution of CWC participant issues
