The Director of Technology Solution Delivery provides thought leadership and oversight for Information Technology Solution Delivery Teams and assists VP Technology Solutions to advance technology agenda aligning business strategy and goals. The incumbent will run the day-to-day Technology Solution Delivery Operations efficiently and smooth delivery of development initiatives. This position will lead Information Technology Initiatives execution teams and ensures systems planning aligns with IT strategy.

Key Responsibilities

Strategy & Planning

  1. Develop IT Strategies by collaborating with IT leadership and Business stakeholders in the areas of solution delivery.
  2. Develop and operationalize major system upgrades/replacement roadmaps to support business growth plans.
  3. Develop strategy for application development with DevOps and Continuous Integration/Delivery (CI/CD) principles.
  4. Develop healthy relationships with business stakeholders and work closely on strategy and initiatives planning and execution.
  5. Assist in strategy development and overall IT planning, policies, procedures, and best practices development.

 

Leadership & Management

  1. Work closely with IEHP’s Business leaders to ensure the delivery of major strategic initiatives on schedule, and within budget.
  2. Manage IT budget for Solution Delivery department.
  3. Plan, build IT systems with scalability and maintain ability to support business growth plans.
  4. Lead the IT skills development initiatives and groom the next level leadership.
  5. Drive efficiencies and quality in IT Next-Gen Development space using latest development techniques and continuous improvement practices including Agile, LEAN, Scrum and Kanban.
  6. Manage IT staff using High Performance practices and behavioral standards and departmental continuous improvement.
  7. Ensure IT Application Development Services and Processes keep tempo and support IT goals.
  8. Cultivate customer-centric culture throughout the technology teams to deepen internal and external relationships.
  9. Provide thought leadership to the Solution Delivery teams to identify opportunities to:
    • Develop solutions to reduce barriers to integrate with providers, clinics, and hospital networks
    • Make external system integrations more robust
    • Leverage technology to improve internal customer satisfaction, operational efficiencies
    • Make project delivery predictable to help business growth
  10. Build a high-performance application development environment and motivate team by fostering an inclusive work environment and using a coaching mindset and behaviors and managing succession and development planning.
  11. Stay updated on IT trends and emerging technologies.

Qualifications

Key Qualifications

  • Must have a valid California Driver's license
  • Knowledge and proven track record of:
    • Current business practices and computing systems; IT development methodologies and operations.
    • Program and project management and planning; Business process mapping.
    • Complex heterogeneous technologies and the ability to synthesize new technical information into existing structures.
    • Collaborating, leading, and managing development teams and deliver initiatives on time and within budget.
  • Strong understanding of:
    • Legacy/Core Healthcare Payer systems integration with internal digital assets and external systems.
    • Healthcare data and appreciation of IEHP’s application landscape.
    • Managed Care organization’s integration with Health Information Exchanges.
    • Healthcare issues, trends, and concerns.
    • State’s CalHHS and CDII current initiatives and strategies and the role of a managed care plan in it.
    • Conceptualizing business strategies while implementing information systems and technology strategic direction
  • Strong planning, organization, critical thinking, decision-making and communication (verbal and written) skills
  • Group presentation, leadership, team building, analytical and organizational skills.
  • Budget management skills
  • Proven skills in budget preparation fiscal management
  • Ability to recruit and manage IT staff members
  • Demonstrated successful implementation of large-scale technology
  • The Director will develop and maintain strong relationships with business counterparts within the organization

  • Ability to:

Work Model Location

This position is on a hybrid work schedule. (Mon & Fri - remote, Tues - Thurs onsite in Rancho Cucamonga, CA)

Pay Range

USD $92.79 - USD $127.59 /Hr.
