The Payroll Specialist II is responsible for assisting the Payroll Manager and Payroll Administrator in performing a variety of complex accounting, auditing functions and software support in the preparation, processing, maintenance, verification and reconciliation of employee timecards, payroll/benefit records and payment of funds for IEHP Team Members. The candidate will need to be thoroughly familiar with the state and federal laws and regulations pertaining to payroll, as well as IEHP policies and procedures.

Key Responsibilities

  1. Conduct pre-payment audits of payroll data used for pay determination to employees, e.g., electronic time card data, pay adjustments and employee information ensuring accurate preparation and payment of payroll data and compliance with policy, state and regulatory requirements.
  2. Research and processes payroll and benefit adjustment entries.
  3. Calculate and apply garnishment deduction orders.
  4. Calculate retroactive salary and final payment requests (terminations, separations, etc.).
  5. Prepare detailed payroll and accrual journal entries using critical analysis skills.
  6. Maintain electronic process to submit CalPERS data.
  7. Research and resolve employee related payroll matters.
  8. Use a variety of software applications to create/design reports and spreadsheets.
  9. Review, analyze, and update salary and benefit projections for accuracy.
  10. Maintain in strict confidence all employee and payroll information.

Qualifications

Education & Requirements 

  • Three (3) years of experience coordinating payroll activities in an office environment
    • Experience with automated payroll systems such as ADP and/or SAP payroll software experience is preferred
    • Experience in a public agency a plus
  • Associate’s degree from an accredited institution required
    • In lieu of the required degree, a minimum of two (2) years of additional relevant work experience is required for this position. This experience is in addition to the minimum years listed in the Experience Requirements above
  • Possession of a Fundamentals Payroll Certification (FPC) issued by the American Payroll Association within 12 months from the date of hire is required

 

Key Qualifications

  • Must have a valid California Driver's License
  • Knowledge of principals and practices of payroll preparation, audit, reporting, and payroll record maintenance
  • Understand various methods and techniques of calculating specific payment types and applicable taxation
  • Knowledge of payroll processing best practices
  • Familiarity with processing multi-state payroll
  • Intermediate to advanced Microsoft Office skills (Excel and Word)
  • Close attention to details and analytical mindset. Ability to research, problem solve, and recommend solutions
  • Word processing and data entry involving computer keyboard and screens, filing, and copying of records and/or correspondence

Work Model Location

This position is on a hybrid work schedule. (Mon & Fri - remote, Tues - Thurs onsite in Rancho Cucamonga, CA)

Pay Range

USD $27.43 - USD $35.66 /Hr.
