Under the general guidance of the Senior Director of Integrated Transitional Care, this position is responsible for the alignment, development, oversight, and management of Utilization Management Operations and Integrated Transitional Care programs. The Special Programs Manager III - Integrated Transitional Care is responsible for managing complex programs and projects from initiation through to development, implementation, and evaluation.

 

This role oversees the seamless integration of transitional care into Utilization Management operations, ensuring regulatory compliance, effective project management, and the deployment of new and existing requirements. Issues and projects assigned for this position will generally be high-to-critical/size of complexity. This position will be involved with technology deployments and communications of projects and issue management at the Manager, Director, and Chief levels.

 

Key Responsibilities:

 

1. Lead the development and implementation of Integrated Transitional Care and Utilization Management programs, ensuring objectives and initiatives are met with a focus on quality, compliance, and efficiency.
2. Serve as a liaison across departments to foster collaboration, ensuring the successful alignment of program goals with organizational strategies.
3. Manage program resources, and staff to achieve program objectives effectively, including the oversight of multiple projects and initiatives that are directly linked to the department organizational strategy.
4. Conduct comprehensive research and data analysis to inform strategic decisions, monitor program performance, and implement improvements.
5. Develop and maintain policies, procedures, and standards to ensure program compliance with regulatory requirements and best practices.
6. Act as a subject matter expert, providing guidance and support for complex problem-solving, strategic planning, and the deployment of innovative solutions.
7. Provide research, analytical support, and project management in the areas of issue resolution, implementation of regulatory changes, strategic projects, and configuration and processes that are in the best interest of supported business operations.
8. Manage large, high complexity, and high-risk issues and projects inclusive of business, regulatory, or technology deployments (inclusive of project budgets and acquiring resources with agreements from functional areas, 3rd party vendors, and consultants).
9. Any other duties as required ensuring Health Plan operations are successful.

Qualifications

Education & Experience

 

  • Minimum of seven (7) years of relevant experience within healthcare industry required
  • Strategic thinker with experience in program and project management (PM) of experience in program and project management
  • Application experience and knowledge of standard PM practices with ability to develop plans
  • Master’s degree in a healthcare related field from an accredited institution required
    • In lieu of a Master's degree, a Bachelor’s degree from an accredited institution and a relevant certification (i.e. PMP, PgMP, CBAP or PMI‐PBA) will be required

  • Must possess strong knowledge of project management and cross- organization coordination
  • Understanding and sensitivity to a multi-cultural environment and community
  • This position provides key operational information and key organizational tactical / strategic information through the effective implementation of data initiatives
