This is a unique opportunity to play a crucial role in support of the Legal Department’s Board Services team that primarily serves the Inland Empire Health Plan (IEHP) Governing Board, Committees and other related or contracted entities.  Under the general direction of department leadership, the Legal Program Manager will primarily be responsible for special projects within the Department, including oversight of internal operational, production, and tracking systems.  

The position will also be responsible for working directly with internal individual business units, Board Services Team Members, and the Legal Department to develop board write ups and/or other supporting documentation as part of Board/Committee public or internal agendas. The Legal Program Manager will be expected to attend Board/Committee meetings, understand all background and context to assigned agenda items, and interact with Team Members, members of the public, Board Members and external stakeholders, and interested parties in the community.

 

Key Responsibilities

1. Provide research, analytical support, and project management to department leadership in the management of strategic projects in the areas of initiation, planning, development, implementation, and ongoing monitoring that in the best interest of the Legal Department business operations.  
2. Oversee development and continue maintenance of Legal Department’s production, documentation, and tracking operation systems.
3. Liaison with internal business unites to develop and assist in preparing timely agenda item submissions for Governing Board, Committee, or applicable agency’s meetings. 
4. Analyze, review, and timely produce executive summary of meeting agenda items.
5. Attend all Board, Committee, or applicable agency meetings.
6. Act as the back up to the Secretary of the Governing Board, Committee, or agency to conduct and document public meetings. 
7. Research, analyze and develop internal policies and procedures address Legal Department’s internal operations.
8. Establish and maintain effective working relationships with others throughout the organization.
9. Any other duties as required ensuring Health Plan operations are successful.

Qualifications

Education & Experience

  • A minimum of five (5) years of relevant experience. Experience in an analytical role with exposure in producing high quality written materials intended for the public and/or executives.
  • Experience working in a public entity Clerk of the Board, corporate governance or similar environment is a plus. Experience in the legal field is a plus.
  • Bachelor’s degree from an accredited institution required.

Key Qualifications

 

  • Must have a valid California Driver's License.
  • Strong knowledge in the following areas:


- Legal principles governing public meeting laws (e.g., Brown Act).
- Project management and cross-organizational skills is a plus.
- Microsoft Office Suite and other computer applications to create documents, spreadsheets, presentations, and reports. 

- Excellent people, written, and communication skills; ability to communicate effectively and influentially with stakeholders and executive leadership.
- Effectively communicate and collaborate with an ability to create presentations at the executive level.
- Able to develop concrete project/program plans, effectively manage and follow up on action items, tasks, and risks.
- Able to translate data into meaningful and actionable information.
- Strong organizational, analytical, and writing skills.
- Strong critical thinking and interpersonal skills.

 

  • Proven ability to:


- Exercise sound judgment in making and communicating decisions with an understanding of the objective, audience, and potential effects. 
- Effectively prioritize and execute tasks in a high-pressure environmental is crucial.
