Under the direction of the Manager, Health Access Operations, the Analyst II - Health Access position is fully competent to perform responsible and difficult analytical work in varied support areas designated by management. Projects may include statistical analyses, operational support, policy, procedure and budget development, program implementation and administration, or other areas which may be relevant for Health Access operations or community program specific work efforts. The Analyst II - Health Access is expected to exercise independent judgment in selecting study approach and analytical techniques, and in making sound recommendations.

 

Major Functions (Duties and Responsibilities)
 

1. Support the Management Team in the development and implementation of Health Access initiatives. 
2. Support program development for all of Health Access units.
3. Work with the management team to implement and monitor Program improvement or efficacy establishing activities. 
4. Facilitate the development of workflows for all Health Access projects and assist in the updating and review of Policies and Procedures (PnPs) accordingly. 
5. Collaborate with leaders on Health Access Program-level initiatives such as budget planning, database management, contract intake and renewal, billing submissions and/or KPI tracking and reporting. 
6. Partner in the development of business processes, planning and implementations to support Health Access. 
7. Function as a liaison between Health Access and other internal or external departments as needed to collaboratively compile deliverables for relevant cross-functional meetings, workgroups and/or interdepartmental projects. 
8. Compile data and conduct analysis of current business process and functional requirements to formulate cohesive and understandable deliverables for use in management decision-making. 
9. Monitor Health Access compliance with regulatory and/or quality projects and deliverables, including but not limited to interdepartmental communication and data validation. 
10. Collaborate with representatives of internal or external entities, as needed, in the development of systems to support Health Access business and/or regulatory compliance needs. 
11. Ensure adherence to compliance with organizational policies, rules and regulations relating to safety, health, performance standards, operating procedures, processes, and training requirements. 
12. Proactively monitor, identify, and report opportunities for improvement and gaps in process or compliance standards timely.
13. Any other duties as required ensuring Health Plan operations are successful.

Qualifications

Education & Experience

  • Minimum of three (3) years of experience in a health plan setting having a project management role and/or experience performing an analytic function and building reports.
  • Experience in the operational areas of outreach and/or community program establishment a plus. Experience working with PowerBI, SQL Server, Microsoft Access, and SSRS a plus. Experience building dynamic dashboards for reporting purposes and working with relational databases preferred.
  • Bachelor’s degree in Business Administration, Public Health, Health Policy, or related field from an accredited institution required.

Key Qualifications

  • Thorough knowledge of Medi-Cal and Medicare managed care. Must possess strong knowledge of project management and cross-organizational coordination.
  • High proficiency in Microsoft Excel, Word, PowerPoint, and Outlook required. Excellent writing, interpersonal communication, project management and organizational skills required. Highly analytical and capable of translating analytical insights into action. Strong time management skills.
  • Ability to work and communicate effectively with team members at all levels of organizations. Must have a high degree of patience and attention to detail. Ability to work independently in a deadline-driven environment.
